Cindy M. Levine is a Senior Manager in the firm’s Tax Controversy and Dispute Resolution Group, serving public and private corporations, partnerships, C-corps, S-corps, high net worth individuals, and tax-exempt organizations across a variety of industries, including financial services, manufacturing, and retail.

Cindy has over 10 years of experience guiding clients through all aspects of controversy matters, from requesting pre-filing agreements and private letter rulings, obtaining late election relief, filing voluntary disclosures, representing clients in IRS income tax and employment tax examinations and at IRS Appeals, obtaining abatement of penalties, resolving IRS account issues.  She also provides valuable counsel to clients on a broad range of federal tax compliance obligations, offering insights into both substantive and procedural considerations. She addresses diverse issues, including transfer pricing, SECA tax, BBA centralized partnership audit regime campaigns, the establishment of a US trade or business, permanent establishments, income and expense characterization, deferred compensation, research credits, debt versus equity, specified liability losses, and timing.

Cindy is also experienced in handling tax research, demonstrating her ability to draft comprehensive memoranda on intricate subjects such as international tax, including the nuanced analysis of U.S. tax consequences in the global reorganization of Fortune 50 companies, alternative investments, and the structuring of private equity funds both domestically and internationally. Cindy effectively communicates with a variety of stakeholders, including clients, internal compliance and controversy teams, and revenue authorities, and provides mentoring and trainings on tax controversy to staff members. 

Prior to joining the firm, Cindy was a Senior Manager with a Big 4 accounting firm.
